3 genning is the only way to rank up
On spread out maps with gen speeds the way they are, the only way to rank up is to start the match with a three gen in mind and patrol it the entire game. Usually a couple survivors will spawn in your territory so you can chase them and proxy camp to draw more people into your area so you don't have to leave it unguarded.
You literally shouldn't bother with far away generators and give the survivors them for free. Just three gen. It's the only way to rank up on mid/low tier killers at high ranks because there's no way to control all the generators.

No doubt. You have to have a plan from the beginning. Not always 3 gens. But with RNG sometimes you take what you can get. If your a killer without a plan. You need Potatoes!

That doesn't sound like fun for the survivors. You should try downing a guy and then running all the way to the other side of Red Forest to then eat 4 pallets and get looped since you haven't been there before in the map yet

With certain killers this is definitely one of the more viable strategies. Trapper and Hag immediately come to mind and someone like Myers this is a good strategy as well as he requires similar levels of setup.
You can make it even better by using Corrupt Intervention to limit the effective map for the first two minutes as well.
I would say that it is far from optimal for killers with good map pressure. In other words, this is a terrible idea on Hillbilly or Freddy, as you would be effectively neutering what makes them so strong, and basically playing into the survivors hands.
It also has to be said, a 3 gen is usually only effective when at least one survivor is dead, trying to 3 gen with four alive survivors is just a war of attrition and you will eventually lose without very good juggling and slugging.

The key is to find someone early in the game and snow ball off of bbq. Then you want to slug in the mid game
