Why don't we ever get general perks anymore?

I know the focus is forcing people to pay money for perks or to grind up shards and essentially playing the lottery to get the Perk they want but Where's some new general perks that don't require hours of grinding to have a chance at getting?

    Yeah, the last general perk to be introduced was Thrill of the Hunt in June 2017.

    I would also appreciate to see some more general perks. The grinding is already extreme.

    I think the main reason why general perks haven't been introduced for a long times is monetary gains. More Perks are being constantly added to the game, meaning getting all Perks on a Character gets more difficult as time goes by. The chance a perk you want will be available in the Shrine also decreases as time goes by.
