At the momend the most we see is: Dead Hard, Desisive Strike, Borrowed Time, Noed, BBQ and Chili ect. To make the Meta a little bit more better i have some examples.
PERKS:
Tinkerer: Make it on 70%
Hex The Third Seal: Make it a non Hex
Territorial Imperative: Remove the Cooldown
I´m all Ears: Remove the Cooldown
Any means Necessary: Remove the Cooldown
Camaraderie: Make it 24 meters
Decisive Strike: Activate after the second Hook
Fixated: Remove to see your own scratchmarks and push to 30%
Premonition: Reduce the Cooldown
Technician: make it 50/85/100% and range 16 meters
Up to the Ante: make it 3/4/5%
Blood Echo: Remove the Cooldown
Dead Man´s switch: Remove the Obsession option
Hex Ruin: make it 150/200/250 %
Monstrous Shrine: This Perk needs a complete rework
Unrelenting: make it 30/40/50%
Fortive Chase: Remove the Obsession option
Boil Over: make it 30/55/80%
ADD ONS:
Leatherface needs an Rework and also Ultra Rare Add ons
Billy needs an Rework and also Ultra Rare Add ons
Judiths Tombstone: Remove the decreased movement Speed
Amandas letter: Make it 16 meters
Torn Bookmark: remove the Nurse can no longer blink through solid objects option
Matchbox: Make it 4,6m
Iridescent Coin: Make it 13 meter
Hellshire Icon: Make it to 10 seconds
Moris & Keys
Mori: After the second Hook
Keys: Hatch can open only 1x per trail 5 seconds, Keys can only find in bloodwebs

I think the third seal needs to be a hex, as it is a hag perk, but it could probably be buffed to apply the oblivious status effect as well.

holy hell, no more cooldown on Territorial Imperative?!!?! let me slap that sucker on immidiatly!
Honestly TI and Monsterous Shrine should be combined into the same perk.
Next to that many of your buffs are just that, buffs, no actual thought into the perks sorry to say.
Take Camaraderie, the problem is not the distance, its the fact that the person running it is the one on the hook and the others dont know that so they dont know they can make use of that.
Camaraderie should be reversed, if you run it and run close to a different player on the hook, then they can hang there for longer.

Rework for billy? he's fine and strong, no buffs needed. Thank you for changing the meta by buffing things instead of nerfing them

yes no cd for territorial imperative. Everyone knows the basement is a dangerous place and killers home. About all of my examples; All are buffs cause there to weak atm

While I agree with a couple of these changes, most of them would just make bad perks broken. Perks such as blood echo, any means necessary, and I'm all ears practically need a cool down because of the advantage they give players.
Also side note, nobody can convince me that third seal is a bad perk, if you get 4 tokens on that bad boy, survivors have to waste a lot of time trying to help each other.

It could be argued that when he uses his chainsaw, hitboxes are slightly reduced in size but other than that he's fine.
