Why do killers need to enter cooldown after hitting someone? And why does STBFL reduce it?

I am really confused, at least from a lore perspective, about why killers enter cooldown after hitting someone.

I mean I get why some killers do it

  • Hag snacks on the survivors blood after hitting them
  • Myers just likes contemplating his "creation" looking at his knife
  • Oni actually absorbs blood for his power after hitting someone (although, when its full he just does a silly animation where he shakes his katana)
  • Ghostface is the opposite of myers, he likes showing his "creation"

But everyone else? They just clean their weapon or shake it around a little, it's quite silly if you think about it, they would save a lot of time if they just hit survivors twice, its not like some blood in your weapon will make it more difficult to hit someone

And, going to my second question, in which way does STBFL reduce this cooldown? Why exactly does leaving a survivor alone and saving him for last reduce the cooldown?
