    4k is the win amirite?

Well that defines what you mean by winning. If you're talking about safety pipping then about everyone, provided you have a somewhat optimal perk setup or a gimmick build for that particular killer. Now if you're talking about 4k double pip, then that's situational. I've had games where I do perfect with Bubba at rank 1. It sometimes just depends on the survivors you play against. I've also had games where I get destroyed while I play hillbilly or say Myers. I guess the other thing to consider is perk builds. If you're playing on the lower end of the tierlist, you'll probably want whats considered an optimal build. I'm not here to talk builds so I won't go in depth on that matter. whatever is considered top tier, you can probably run a somewhat decent build and do well. And I guess the final thing to consider is personal skill. Everyone is at a different area in their DBD experience. You will find people that are far worse and far better than you. This ties into the randomness of matchmaking. hitting red ranks on both sides is relatively easy so you never know who you'll play against. And tierlists aren't always. you could play nurse with the sweatiest build possible and still utterly lose.

So just in conclusion, depends on your skill as well as your opponents, what kind of builds you're running, and who you're playing. If you want a percentage, due to all of the uncontrollable elements, I'd say a very rough estimate of 50/50

Chances? Well, skill does not equal chance.

Killers have to have Iridescent in every category to double pip.

Survivors have to have two iridescent and two gold to double pip.

So yeah... Survivors "win" more often at red ranks. You can actually double pip on Survivor without escaping even.

It depends on what your win condition is.

If you win by getting a 2K+ then your odds are pretty high.

If you win by pip'ing or double pip'ing, your odds are lowish.

Double pip is around 20% according to streamers and independent forum posters who make the charts and graphics with all the stats... killers "loose by game standards quite alot" kill rates are slightly higher but not much.

You won't get accurate stats with the sheer amount of potatoes that reside in red ranks. Also depends on the Killer, Plague has a harder time pipping than Legion despite Legion being worse for example.
