Pretty sure that's a bug. I've seen that exact spawn on Coal Tower a few times.

This map is pretty small and not much spawns down near the shack, so if you get a couple of L/T walls down the sides there probably weren’t enough pallets overall and it resulted in this.

Dont see how people still don't know that if this happens, it means that you were lucky enough to get the minimum pallet spawn. The game has to force pallets wherever it can in order to meet the minimum, thus resulting in this.

coal towers and shelter woods are well known to still have double pallets in jungle gyms or open fields, it's tied to the minimum amount of pallet spawn.
but besides, this is not the most broken setup in the world, I've seen something far worse.

Thats not as bad as the two pallets entering Disturbed ward going into a third god pallet down the hall.

Looks like the game spawned a lot of T/L instead of jungle gyms, thats why there werent enought pallets on the map. Imo this is better for a killer, these short loops are easier forced down than a jungle gym with short/long wall.
most of the time there is a C Wall with a pallet in that corner (instead of the T/L)

hmm true but dont think I ever saw 2 pallets spawn so close to each other.

It's not a bug. The Map still includes it's min/max. amount of pallets. In your match, there might have spawned alot of L T walls instead of Jungle Gyms. L T Walls don't have any pallets, which means there would be more around normal pallet loops.
Also. Like others already mentioned, the map is significantly smaller, giving less space to spread out pallets, therefore ignoring the min. distance they should have.

If that happen means , they weren't enough tiles to fill up the map and the game will just randomly put pallets everywhere (no matter if they are close) until the number of pallets required is meet

its not a bug.
this happens when the game has filled all the tiles with stuff (such as T L walls, trees, jungle gyms, etc) but has not reached the minimum amound of pallets the map needs to have.
this allows the game to ignore the minimum distance between pallets and forces double pallet spawns.
this phenomenon can also be seen with hooks btw.
the good news: he had the fewest pallets he could have had that game.

back in the day that was the standart pallet spawn. every single one of these tiles used to have two pallets - so did jungle gyms btw.
the game sure has changed a lot since then...

Yeah, but you won't have any jungle gyms because there are only LT Walls. That's why there are so many pallet loop pallets.

Lol... Haven't been playing long, huh? This was a normal thing when I first started playing a few years ago. Literally a minimum of 2 pallets at every loop. 😂

I'm aware of how maps are generated. What I meant is that I've seen that exact same spawn on Coal Tower and, at least a few times, there was no shortage of pallets or maze tiles elsewhere on the map.

thats something else and, considering there were more than the minumum amount of pallets on the map, shoudl be posted in the bug reports section with eigther a video of the map or screenshots counting the pallets.
but from what i can see on the screenshot, this doesnt have to be the case, as he only screenshot this one tile, so i have to assume that the other tiles were rather empty when it comes to pallets.

It's not a bug. This map is pretty small and it needs to spawn certain amount of pallets. If it doesn't have enough structures you will see double pallet loops.

Hrm. Not sure if I agree with you. With that building being there as well. I'm pretty sure I could loop a killer around that for 4 gens at least. And I don't even think I'm good.

There's only T and L walls practically throughout the rest of the map. Once that pallet zone is gone, the Survivors won't really have anything.
