I'm not saying this is the strongest, as i play moreso for fun, but this should help you anyway.
- Add-on 1: "Windstorm" - Blood / White / Mud (Gotta go fast.)
- Add-on 2: "Windstorm" - White / Mud(Gotta go fast.)
- Perk 1: Barbecue & Chili (Great for him, since he can move fast to faraway auras.)
- Perk 2: Save The Best For Last / Hex: Devour Hope (H: DH is my favorite Perk hands down, managing to get it to work is extremely satisfying to me. STBFL for when i'm not in the mood to try H: DH.)
- Perk 3: Enduring (Great Perk on its own, amazing with Spirit Fury.)
- Perk 4: Spirit Fury (Okay on its own, amazing with Enduring.)

Wrath addons are very diversive:
You can run Speed Wraith with Windstorms
You can run SIlent Wraith with Coxcombed and Ghost
You can run Vaulter Wraith with Shadow Dance
You can run Map Presense Wraith with Bone Clapper
You can run Tracker Wraith with All Seeing
You can run Blind Warrior as Sloppy replacement
Perks you just take to support your addons.

Any of the faster uncloak addons, and The Beast: Soot. Pick Distressing, Overcharge, Brutal Strength and Unnerving Presence. Best on The Game map - use the map offering if you have one.

Still working on a build myself so I’ll hold off on that (was considering BBQ, ruin, PGTW and haunted grounds but the build boss mentioned above is also great in general) but I always loved using fast uncloak and windstorm addons, windstorm is beautiful for a sense of map pressure.

Thank you guys, i will consider all of your suggestions! <3
One question: What do you think about the addon "All Seeing Blood" ?

@xEa a very decent addon. Combine it with Coxcomb Clapper (to not have any sound when cloaking/uncloaking), or just with a faster uncloak addon can land you some free hits, even grabs. Just keep in mind that 12 meters is actually a shorter distance than you'd think.
If I may add one thing: try to experiment with builds that don't rely on green or better addons. You want a sustainable addon economy, don't you? Can't always rely on them rare and expensive ones. Luckily, Wraith has a few decent brown and yellow ones.

Thanks for your imput. May i ask whats your favourite brown addon is?

The Beast (you have a TR even when cloaked), but that's more like a meme or farming build (lots of Deviousness points, lots of surprised survivors, but makes your game harder).
As for the most useful, it's probably The Ghost: Soot. No TR and no red stain for 6 seconds is powerful.

Definitely worthy of being a Very Rare.

Windstorm's his best addon by far, gives you so much more reason to cloak. Increased map control is just a thing of beauty.

Always always always have a Windstorm. It gives him map pressure, one of the most important things in the game to have as a killer.
For secondary add-ons, I'd run Swift Hunt.
Other than that, the silent Wraith build with Coxcombed and Ghost can be very scary in closed maps like The Game or Lery's, but Windstorm with Swift Hunt can be good in every map.
Other add-ons are okay and fun but the two builds I mentioned are the strongest without a doubt.
For perks, optimally you need to have Enduring, Spirit Fury and Ruin always. For the fourth slot I alternate between BBQ and Save the best for last.

For perks I use
1. Ruin/corrupt intervention to buy some time
2. Play with your food so you can get faster
3. Remember me because it works well with play with your food
4. Bbq to help find survivors
Addons
I use both windstorm add ons

Addons:
1. Purple Windstorm
2. Silent Bell/Non Directional Bell
Perks
Thanataphobia
Sloppy Butcher
Nurses Calling
Thrilling Tremors/BBQChili
Strategy is hit and run to keep survivors guessing, always knowing where they are to start chases quickly and making healing as hard as possible to keep everyone injured. Pick them off 1 by 1. It's an acquired taste and hard to pull off on some maps but fun nonetheless.

This one, but I've had a lot of mileage out of Nurses, BBQ, Sloppy, Pop. You want pop because you'll frequently be ambushing people next to running generators and windstorm lets you reach them fairly easily in between hit and run attacks.
