what's stopping the doctor from face camping?
i just realised that a doctor can just stand in front of a hook and continuously shock the hanging survivor making it impossible for survivors to rescue as the shock would interrupt the unhook.

Just dodge one shock, then instantly go for the unhook, you will get the person off

yea but if the doctor had certain addons it would be verry difficult and low rank survivors wont be able to deal with it

This is like the old doctor's ability to facecamp effortlessly but with more effort. Perks like Resilience, Spine Chill and No One Left Behind (I know, awful perk) help you unhook faster, and unless they're using Discipline, in which case you just gotta rush gens and hope they don't have NED.

yeah that's the right strat but face camping happens at low ranks and low rank survivors are the ones who will suffer

What's stopping doctor from camping? Desire to have a fun match. Same as any other killer.

Well, having a baseline 40m TR before adding Calm modifiers is usually a pretty good reason, because let's face it, which Doctor ISN'T running Distressing.
But essentially this Doc specific case is while in theory an effective strategy, it's difficult to pull off.
And it's as others have stated as well. My immediate though when reading the title was "What's stopping ANY killer from face-camping?" To which the answer is it's more fun to hunt and torture, the BP/Emblem penalties, common courtesy, not wanting to get flamed by survivors and because sitting in one spot looking at the someone from the other side just stand nearby is just so BORING, and this is coming from a "former" Blendette*!
*The kind that actually helped out the team, but was terrible in chases so they played stealth. NOT the "immersed" Urban Evasion, hide in a corner Self-Care stereotype.
