Pallet stuns remain 5/10/15% longer. 

This Perk is for a survivor, who had issues with the law and the police. Getting chased is an everyday thing for him/her. 

"If you know what you're doin', you get to master it after a while."

  kinda reminds me of nea. She had the same problem... with police. But good work I like your perks!
