So I guess I'll leave a comment here explaining how it works. If the clown isn't running add-ons it doesn't speed him up but changes the animation and he looks faster but is still moving the same. However if the clown is running VHS porn and/or smelly insoles his movement speed goes up about 30% when starting and ending the reload animation, and if he spams L1 while missing a bottle he moves about 25-30% faster than base speed depending on how fast they spam it. As far as I know the problem is contained on PS4 as that was the console it was discovered and shared on.3

Id doubt he's actually moving faster, it just probably feels like that since his walking cycle is being interrupted by the bottle reload animation. If anything he's going slower since by design he's supposed to be slower while reloading bottles.
