Tell him to go to Gas Haven. They have a workshop there in which he can be fixed in no time. May need to order in some parts.

He's probably talking about his false saws

If you are talking about the ghost saw: This bug has been around for over 2 years now. Either they don't think it's important enough to fix the problem, or they just have no idea where this bug comes from (but that's very unlikely).

His animation are horrible, and the chainsaw sound is bugged (you can hear the chainsaw sound even when he is not using it)

Haven’t experienced the noise bug but you may want to record or/and report it whenever you encounter it.
With the animation being horrible, are you talking about how it looks (aesthetics) or what it tells the Survivors (function).
