Silent Hill Chapter - Perk Review
*This is just an assessment of the perks after first use. Opinions are subject to change, but I just wanted to relay my first impressions. Feel free to let me know your thoughts below!
PYRAMID HEAD'S PERKS
Deathbound: I don't think this will be meta, but it definitely will be useful. As long as the survivors are out of 32m you'll get to see where they have run off to heal at (can work well with Nurses as healing anywhere will give away your location essentially). [A or B tier]
Forced Penance: I think this will be useful against SWF groups that like to play overly altruistic, making whoever takes a protection hit broken for a period of time. I don't see this being useful in many situations as protection hits aren't as common in every match. [B or C tier]
Trail of Torment: Potentially his weakest perk. Kicking a generator makes him undetectable for a short duration & reveals the gen he has kicked to the survivors. Reminds me a lot of Nurse's Undetectable addon, which is not that useful in most cases. [C or D tier]
CHERYL MASON'S PERKS
Soul Guard: So if you get healed or pick yourself up from the dying state, you gain a burst of speed for several seconds to get away. Also, if there is a Hex totem in the match you can recover yourself from the dying state. This is a really good perk if the killer runs a hex perk that doesn't get cleansed immediately. If there is no hex or it gets cleansed, it becomes rather mediocre. Still can be good to help avoid being continually slugged by a killer though. [B or C tier]
Blood Pact: You & the obsession can see each other's auras if one of you is injured. If either of you heal one another, then you gain a burst of speed away right after. Could pair well with We'll Make It. But if you are the obsession then this perk is useless. This is the worst of her perks in my opinion. [C or D tier]
Repressed Alliance: I think this might become meta as a hard counter to Pop Goes the Weasel & Surge. If you repair a generator for a certain amount of time, you can call on the entity to block the gen for 30 seconds. So if you know a killer has Pop & you are almost done a gen but want to run to safety, use this perk to keep the killer from regressing it back. [A tier, B or C if the killer is not running gen regression builds].

The PGTW/Ruin counter is nice but it would require a lot of coordination to make use of it. It's comparable to Second Wind in terms of power level imo.

Soul Guard does not give you a burst of speed when picked up from dying, it gives you Endurance, the same status affect acquired after you are rescued by another survivor who is utilizing Borrowed Time. So essentially, the killer can't immediately down you after you get up.

My thoughts on them:
Executioner
Deathbound is nifty for both finding Survivors and hiding yourself via Obscured. It's probably better for Executioner than others, just because it's not a great idea to clump up near him so you can force Survivors apart and make one suffer for it. I think it's pretty ok.
Forced Penance is just bad. Triggering it requires a very specific circumstance and the Broken effect does not last long enough to really capitalize on. Recommend a rework. I have yet to see this do anything meaningful.
Trail of Torment is pretty all right, but doesn't last long enough and has a ridiculous cooldown. I'd recommend altering both for the better. The design of the ability is nifty as heck, though. Alternatively, consider removing the yellow generator notification for more jumpscare potential (but keeping the timers as-is).

Soul Guard is highly situational. Reads better on paper than it plays in practice. Over 6+ hours last night I had it work beneficially exactly once. Granted, PTB isn't running a ton of Hex perks right now, but I still have trouble envisioning a scenario where I'd want to be Hexed rather than cleansing the glowing totem. I think this is straight mediocre.
Blood Pact is basically Empathy plus Haste without a range requirement but with a restriction to the Obsession. Weirdly, this one is a pretty nifty perk for someone else to have while you're the Obsession, because then you get to see them and they can see you! I think it's a fine information perk, though others like Bond are likely better.
Repressed Alliance is where I agree though. This perk is awesome. Even if the killer isn't running a regression perk, the generator is lit up like daylight for all your teammates who may not know where you are. You're telling them where a generator is, but importantly and if used right, you can tell them where a final generator is that is almost complete. I used this a ton last night and reliably had late game generators I was chased off completed the moment that the Entity released the gen. I'm considering running it all the time moving forward.

Yeah I misunderstood the Endurance status effect. That actually makes it much stronger than what I originally said it was. I would say it's an A tier perk.
