Can you report someone that was cheating while in game?
If so, will something be done about that person cheating?

You can report them on the results screen after the match is over.
Yes if they were actually cheating they could get in banned

Once you report the suspected players ingame, you can send any additional evidence to support under https://support.deadbydaylight.com
Keep in mind, an in-game report is mandatory.
