Status effect: Hemorrhage / Bloodhound Rework

Currently an extremely underwhelming status effect and perk most would agree.

Here's my thought:

Bake Bloodhounds current effect into Hemorrhage now and make Bloodhounds new effect allow you to see blood auras at a short range. I'm thinking something like 10m, could be less though.

I don't take credit for this idea as I saw it somewhere else and can't remember who it was from.

I think this would make the Hemorrage status effect much more appealing to people, especially for the addons that apply it currently, which are quite underwhelming because of Hemorrhages current effect.

I also think this would make Bloodhound much better and worth actually considering now as it's basically a non existent perk at the moment.

We can tweak numbers and whatnot, but let's focus on the general idea anyway.
