Because I am having so many escapes recently, even 2 survs in the same match... (inb4 they used no luck++)
there should be some hidden extra odds/conditions for the survs that we don't know....

It's just a terrible perk. Pretty much only used for the cool graphics on the icon, as well as the satisfaction of killing someone in the basement just a tiny bit faster.
Lowering the odds from 4% to 3.4% is basically nothing, and almost every other perk in the game will help you more even if you do manage to get basement hooks.

Indeed. MS is probably the most useless perk on either side.
