Is Doc actually strong?
I do realize that his shock needs proper timing and skill. But is it actually that useful? I can see it being effectively used in certain loops but doesn't kinda too situational? You need certain distance, certain location, certain prediction, etc..
I see people putting him in A-tier but does he really deserve being there? As a survivor if you play properly around his power it doesn't seem much of a danger. Or am I missing something? Maybe add-ons turn him into a real threat that can be put so high in tier list?

His Shock Therapy is pretty good if used well. The only problem is it can be a bit finicky due to latency. In theory, it works as a crowd-control ability similarly to Clown's bottles, though at much shorter range. You can use it to force survivors to go a particular direction to avoid it, or you can use it to shut down loops by preventing them from vaulting a window (or dropping a pallet, but good survivors will drop the pallet early to counter you). On top of that, he's got the best tracking of any killer, and natural slowdown through the Madness mechanic.

If you know how to use doc correctly then he's easily high B tier.

He's good.

He didn't disappoint me much prebuff, now I feel like we were meant for each other.

Yes he is strong, a lot stronger if you use the right add-ons 😉

If I have calm spirit...hes not scary at all to me. I at least get hatch most of time cause he can't find me by making me scream.

He dunks the one or two potatoes in your solo queue pretty damn hard.

If you consider just base kit, he is not A-tier. You start adding in add-ons though, especially with a good map and he becomes very strong, but then that's true with most other killers too.

The doctor is a good killer, but the downside imo is that the perks that benefit him the most come from other killers. Plus his shock therapy requires proper timing which wouldn't be bad if you could power it up and hold on to it, but since you can't it can be hard to interrupt a survivor from throwing down a pallet or leaping through a window without the perfect setup.

Depends on your definition of strong.
I personally interpret strong as viable and when I say viable, I mean can take on a rank 1 strong swf squad and have a fair chance of winning. So by that interpretation no, I don't think he's strong.
As someone else said, I'd give him high B. I think that's generous.
Keep in mind B tier isn''t a tier you want to be in. To me A tier is the barely passable/almost passable for viable.
If by strong you just mean can 4k a lot at rank 1, then yeah easily. All killers can 4k at rank 1 a lot.
