Why would 2018 Michael and Laurie need to be legendary skins instead of normal skins? They are still the same characters and why would you not want to mix those with the cosmetics we already have?

Probably if Stranger Things series will go on until kids characters hit 18 we can expect them as legendary outfits.

Amanda does kind of fit the survivor role as well as the killer role, she has been the first one to survive a Jigsaw game because she did what she had to to survive iirc.

2018 versions of Laurie and Michael would surely be normal skins as they're a different version of the same character. It's like with Jake: we have normal and old versions of him.
To qualify as 'Legendary', I wager it would have to be a whole new character, eg Laurie legendary skins could be Annie, Lynda or even 😌 Dr Loomis.

Explain it as the survivor version being a "What if" version of her, Amanda if she had decided to not help Jigsaw or betray him. I could also totally see the Entity bringing in a version of a killer from an alternate reality as a survivor just to mindfuck with both the killer version and the survivor version.
