Because nobody wants to listen to 14yr olds with 5 Dollar Microphones who are blabbering in their fantasy language?
Or, simple answer - because Discord exists. SWFs would use Discord (or similar programms) so no need for Voice Chat.
Also: Some people want to have an immersive experience. You need to keep those people in mind as well.

Okay but obviously there would be a way to disable it, I don't understand why everyone's first arguement is its not fair to people who dont want to use it as if its a feature youd be unconditionally forced to use.
I made a discussion about this a while ago and I think in theory it's a good idea but only in a small proximity form and there is an issue with a lot of the community who would use it being toxic and childish

But if you balance the game around voice chats, what about different languages? This obviously does not apply for the US, but here in Europe we have a shitload of languages. And not everyone can speak English.
Also, if I am playing with an Italian 3 man SWF, why should they use the ingame Voice Chat? And even if they would do, why should they include me and not just talk in Italian? So myself, as the Solo Survivor, would have no access to Voice Communication, despite being balanced around that.
Let alone that not everyone wants to talk to Strangers.

On top of that most people tend to dehumanize people that refuse to join a group so if the game had voice chat by default and 3 italian (to use your example) players joined the lobby and you were the only one not joining the voice chat due to the language barrier chances are they'd leave you on the hook and work against you similar to "some" selfish 3 man SWF teams. That's just how most humans are no matter how much people try to deny it.
Without default-voice-chats all 4 survivors are mostly in a neutral position and more likely to treat each other equally.
Also there's way too many children playing adult online games so the group issue is even more likely to occur with default voice chats.

I'm in Europe so I'm well aware. I don't know what you mean with balancing around it, the idea isn't to balance swf in a lobby with a solo it's more for 4 solos in mind. A swf will of course always use another form of voice chat over a limited proximity chat so it'd be the same as just a normal game right now of a 3 man and a solo. It doesn't make sense to just completly disregard a feature though just because of this sole situation?
And for the last part I literally just said, at the very start, that it would be optional, so yeah not everyone wants to, I acknowedge that, no one would be forced to, it would be an opt in feature and just opt out if you don't want to use it.
