Licensed Killers Tier List
This is based on how deserving I think they were of being put into the game.
Myers and Freddy - Two of the most iconic horror killers, obviously they'd be at the top
Leatherface - A huge horror icon even if they're not at the same levels as Myers or Freddy
Pig - While not a classic horror series, Saw is still relatively well known and still has movies being made
Ghostface - Scream is honestly a series that while somewhat well known, seems to rarely be talked about especially these days. But that could change with the upcoming Scream 5. (And yes while the ghostface in the game is technically licensed with the owners of the costume and not the movies, it's still hugely associated with Scream)
Demogorgon- Stranger things is a series that only had 1 good season and went downhill after that and so has its popularity. In 5 years a new trendy show will come out and everyone will forget about Stranger Things.
Pyramid Head - I'm sorry, but he comes from a niche series. The Silent Hill series is just a bunch of okay games with below average horror. Barely anyone knows him or his games and honestly there are tons of more horror games that are more deserving.

I understand putting Michael and Freddy where they are.
Leatherface is more deserving of B as many people don't remember The Texas Chainsaw Massacre for him, but rather the gore and cannibalism theme.
Pig is more deserving of F. The Pig isn't even an actual character, rather a concealement, and has less screen-time than Tapp (who dies in the first movie).
Ghostface is easily S+. The Scream franchise is more iconic than that of Friday The 13th (the movie that popularised slashers), and single handedly revived the slasher-horror franchise.
Stranger Things. Most popular Netflix series if I'm not mistaken. The first season put it up top. The second season did the first Justice. The third season made the show a sci-fi icon.
Pyramid Head. I'd say B. Anyone that played games as a kid back then most likely got their hands on Silent Hill. Not to mention that several film adaptations have been made of the games.

How is Ghostface C? Scream changed the horror genre greatly. It was also, while not a full parody, one of the first horror movies to joke about itself. Not to mention being one of the most iconic horror killers in general. I'm sure you'd struggle to find people that have never seen that mask before.

Who or what would they even add for resident evil? Mr X? Nemesis? I mean, Resistance already exists so I don't think we need a RE chapter (unless Moira is the survivor then gimme)

Resident Evil I'll give you that. FNAF would be more known than SH among those under 30. Those over 30 would recognize SH more. Amnesia is nowhere near FNAF, RE, or SH.
In terms of ranking big horror video game franchises I'd rank them as follows:
- RE
- SH
- Dead Space
- Bioshock
- FNAF
- Outlast
- FEAR
- Dead Rising
- Evil Within
- Amnesia

Ghostface would be top tier along with Myers and Freddy. When you ask people to name slasher films, these will be aptly name alongside Friday the 13th.
A tier would be Pig and Silent Hill. Everyone knows about the SAW franchise and everyone has heard about Silent Hill whether it's through movie or games. Pyramid Head is Iconic. The Pig in game however is not AS iconic since people remember the Mark Hoffman or John Kramer more than most remember Amanda but still stands out since SAW is such a huge series.
B tier would be Demo since a lot of people watch Netflix these days.
C tier would be Bubba because not many people have seen the original movie and there's been so many different adaptations and variations of Bubba that not many people actually know who he is or what his family does. He's just not as popular as he used to be.

If you were to ask for a comparison between which one is more horror filled, Dead Space or Silent Hill, I'd bet a poll would elect Dead Space. Though not AS iconic since Dead Space was originally just a PC game, nothing beats horror than being stuck on an empty dark vessel in the middle of space with zombified aliens.

Ya know some of the Silent hill games counts as one of the mist scariest games ever?
Almost everyone who played the games, loved them. I dont really know anyone who dont like it. Also the list just looks like your personal opinion but thats not how everyone think. Stranger things was a good series and with that i mean every season. Atleast for me and many others.

PH is definitely at least B tier. A lot of older people who are into horror games are going to know what Silent Hill is, and if you're familiar with SH (whether you've played it or not) then you know who PH is since he's the most iconic character of the series. The first 3 games were defo not 'below average horror' imo.
When you said Fnaf is more deserving, I cringed. If anything is below average horror, it's those games.

Your list is flawed because you don't seem to know what you are talking about. Silent hill has 10 video games and 2 movies. Scream was extremely popular and revitalized the horror genre in film creating a long series of movies. Maybe you are young and weren't playing games at the time? Stranger things has not gone down in popularity??? Where are you even getting that from? The second and third season were received well. Just because you didn't like it doesn't mean that's the popular opinion.

That moment when Silent Hill was the birthright of Physiological horror.
NOT EVERY GAME NEEDS JUMPSCARES TO BE SCARY, SOME CAN MESS WITH YOUR BRAIN, with silent hill being a good example of this. I was actually playing Silent Hill 2 for the first time yesterday and man, why are not other horror games like this? After you kill the first monster you are given a radio that emits static whenever a creature is nearby, you only know if you are injured through opening the menu and even that is pretty cool as its a static screen, some monsters force you to turn off your flashlight to not alert them, and hell I actually got spooked when first collecting the FlashLight as I saw something moving behind the thing you collect it off of (I cannot spell its name)

Silent Hill is an older game, RE is only known by the newer audience for it because of the remakes, which if you ask me the remakes honestly take away what made the originals so special, the older games yes are amazing but the tank controls hurt to learn, while Silent Hill’s tank controls are simple and actually quite easy to learn.
FNAF is well known because of Youtuber’s getting scared from a robot jumping at them making a loud sound, it gets old quick and the sound is also incredibly annoying.
Amnesia I have only heard of ONCE.
And to stack onto all of this, Silent Hill wasn’t continued because of an Argument, look up the PT demo and you will see what Silent Hill was about to become. Pyramid Head is way more popular than a robot that scream, and hell i’ve never been scared to play RE because that game is a broken record.
Also Demogorgon needs to be way higher as Stranger Things is an extremely popular show

FNAF is the one of the few game franchises that stopped being scary after the first game. Even the first got redundant after an hour of play.

Silent Hill was the treat many horror fans didn't want, but were all over when it was first revealed. Just thinking about what Silent Hill could've become with the first person view-point of P.T. is amazing. PH in first-person would be terrifying.
