Make For the People work when injured

For the People as it stands is an insanely situational perk that's hard to get a good play with, if you want to take a down for someone in a chase, you have to be right on them as they go down, and get the perk to go off before the killer swings again. it gets some decent usage when the killer is heavily slugging but Unbreakable is better for that situation anyway. Put a timer on the perk itself instead of using the broken status, and let it be used while injured, putting you into the dying state. this could open up potential to No Mither, as any killer will immediately pick you up after a chase unless it's down to 2 survivors and they're both right in front of him when you run No Mither. A really fun build idea I thought of with this change in mind was For the People, No Mither, Tenacity, and either Dead Hard or Soul Guard.
