It's still in the game. Nothing has happened to it, they're going to release it at some point like every other rift cosmetic.

It was part of the second Rift. The reason you're not seeing it is because that Rift has ended and the cosmetic isn't in the store yet. You'll see it again once the devs add it to the store.

As snake said, it was part of the last rift. It wont be added to the store for a while (I assume around 6 months)
