Iced, drip, and drown; what is this terminology?
In terms of iced, probably Legion has the most connection to ice since their map is Ormond which has snow.
For dripping, probably clown because his bottles have liquid that can drip out or maybe when he eats the food dribbles and drips out of his mouth.
For drowned, maybe Plague because she can drown you in vomit.

So for some reason other than everyone not knowing what iced out means as if it’s outdated which it’s not still quite heavily used, I believe there’s only 2 killers that are iced out. It’s got to be doctor or plague. Plague has actual gold on her and although not diamonds its as close as you get to being iced out in this game. Doctor is my number one for believing he is the most iced out considering a good amount of his cosmetics are good suits and even being classy as hell with a cane on some of them.
