Unless you teamed with the survivor the whole game, or for parts of the game even before they were the last remaining survivor, no, it isn't a bannable offence.

It's not, Most bannable offenses are cheating, taking the game hostage, refusing to participate in normal gameplay such as just afking match after match as killer or something along those lines of ruining the experience for other people. Give the people that you feel deserve it hatch or don't its up to you but don't feel like anything bad will come no matter which you choose.

Well, it depends. I reported a killer because the survivor he gave the hatch to had during the game

a)pointed the killer to hidden survivors

b)bodyblocked chased survivors so killer could get an easy hit

    c) unhooked in front of the killer.

If that survivor is given the hatch, i report for them both working together. Up to that point, it could just be an antimate-survivor, but if the killer rewards him with the hatch, i say its working together.

If you play a normal game and the killer gives the hatch to the last survivor, or the survivor he thinks deserve it the most, thats ok.
