Yes and no. Rank does show some skill and knowledge involved. You can't get into red ranks by being a complete potato (though some teammates I've had make me question that). However, SWF does negate a lot of that skill needed. It's not hard to be carried by a friend, for the sake of 'fun.' There does come a point where rank becomes moot, but to get there, it takes time, knowledge, and skill.
Now, that really only applies to survivors. Killers can't normally be boosted via friends, so killers in general, at higher ranks, will 'normally' have the skill to back it up. It does apply to survivors, but usually, only those hardcore solos.
Just my opinion.

No, I've met survivors and killers who are rank 1 and play like a rank 37 player, someone who has never touched a controller/m&k in their life.

Ive tracked survivor ranks over about 50 games. The higher your rank the more likely you are to be at the top of the leaderboard at the dnd of tge game, which means your also more likely to escape and pip. So as far as tge 3 points that actually matter (bps, pips, surviving) yes, rank matters. Stastically speaking that is, any singular game could have vastly different results.

Time to start my own study using printscreen and google spreadsheets

I think there's an expectation that different ranks play a certain way. I've come across plenty of completely useless red ranks that either are hiding or screwing the rest of the team over while the purple/green ranks are helping everyone escape. I've also played against plenty of red rank killers that just camp or struggle to get 1k while the purple/green put pressure on gens and have no problem getting a 4k.

Not even slightly. I've met Rank 1 survivors who act like a Rank 20. Rank means very little these days because it's so easy to earn pips as a survivor. I'm a prime example. I absolutly suck in a chase and mindgame myself into the killers hands, but I've managed to maintain Rank 4 because gens, totems and healing other survivors lets me maintain it. Some high ranks are skilled and do deserve to be there for sure, but others are so boosted it's crazy

Does it matter? Yes.
Is it a good representation of skill? No.
There will obviously be exceptions, but generally speaking you will find better players the higher rank you go.
So rank does mean something.
People just misuse the phrase by giving their own meaningless anecdotal experience of seeing some bad people at high ranks and some good people at low ranks. What they mean is that it has flaws in showing how skilled someone is, not that it is meaningless, even though they like to say that. It all comes down to poor wording choice in other words.
