The problem with a disconnect penalty
There's a huge flaw with the dc penalty that people aren't mentioning. The DC penalty does not work, at all. Let me explain why. When a survivor disconnects they receive a stack-able 5 minute penalty. However, if a survivor wants to disconnect to dodge a match, they can simply kill themselves on hook. Also, sometimes the game has laggy lobbies, terrible ping, or someone just generally holding the game hostage.
Also, the killers recieve a 15 MINUTE dc penalty. Let me explain the problem with this. If a survivor disconnects, the survivor is ruining the experience for 3 other players, and they only receive a 5 minute penalty. However, when a killer disconnects, they have to wait 15 minutes, and then another 30 minutes to find a match. Killers disconnecting doesn't "ruin the experience" for others. So why is it a full 15 minutes? Survivors ruin the match for all the other survivors and killers ruin it for nobody but themselves. And if a survivor doesnt want to disconnect, they can just kill themself on the hook. Do you see what I'm getting at?
The disconnect penalty barely works and when it does it ruins the experience for the player who disconnect and them only or their teammates.
So what do I propose to do about it? When a person disconnects, they lose 2 "pips" and cannot disconnect the next match. This means if someone disconnects at rank 1, they would immediately go to rank 2 and lose 2 pips, and cannot disconnect from the next match they enter.

You can't force people to play or not DC. If someone wants out of the match, that's there choice. They're aware of the DC penalty so why should they not recieve it? Just because they're getting beat? They don't like X killer/Survivors? Sorry, but theres just no good reason to do it, unless your literally stuck inside the match from a bug. Survivors can suicide and move on. Killers can just go AFK and let survivors get on with it. I do it plenty when I get SWF Gen rushing. They try to run around for my attention but they get bored pretty fast when they realise nobody is reacting to them. End of the day, the DC penalty works fine as is. People need to stop DC'ing if they don't like the penalty.

But the thing is that the dc penalty has no purpose if a survivor just kills themself on hook, and there's still no logical reason to give killers such a long penalty if you arent having fun and want to just leave the game. Sometimes you just have to go do something or the ping is terrible and just not fun. Also, it still counts if you crash, which is even worse.

are you saying survivor dc ones get 5 min but killer dc 1 one get 15 min?that don't sound right.

Killers dont get a 15min penalty, all get the same. And I'm pretty sure that you get the stacks up by either DCing with killer OR survivor, they don't have separate stacks.
DC because of "no fun" is exactly the point why the DC system has been implemented. And if you got to do "something" then either you could have been aware of that before or you just go afk and go on a minute later. And that suicide is not catched by the DC system is in no way a reason to allow all the other DC abuses.
Your solution does not work, because quitting the game could be simply disabled. This is not happening because there are bugs (like EGC didn't kill the last survivor) or other situations (taking game hostage) where you cannot leave the game by any means. So this is a necessary emergency exit. And if a survivor and a killer that both DCed last game? Both are stuck in the bug, noone being able to end the game.
Except, and this also counters your idea, you just shoot the application with the task manager. Then you are still able to ragequit the game, and the game engine can't do anything against task manager.
Btw, the killer ruins gaming experience. If you think depipping is a punishment that players would care about, then depipping after a killer DC should be a point from your perspective as well. Besides loosing addons and offerings for nothing.

the penalty applies even if you get disconnected due to a connection error, so even if you unplug your router the penalty will be applied

It does have purpose, thd killer gets his bps. And the survivors have a chance to unhook before the suicide.

The problem with that is, pips and rank don't matter, so people will still gladly dc regardless.

With that being said... FK the dc penality. FK being a killer and having to sit there and get bullied via vault spamming, flash light clicking teabaggers. Why should a killer have to deal with all of that on top of an already stressful gameplay job. Seriously. If survivors are being toxic why should the killer have to deal with it?

The fact that you said a killer gets a 15 minute penalty shows that you have no clue what you're talking about. You have to DC at least three times to get a 15 minute penalty.
Maybe stop DCing?
