Survivors put into the dying state by your basic attacks are not revealed to other Survivors when they are standing outside of a 32/24/16 meter range.
Survivors put into the dying state by your basic attacks crawl 50/50/50% slower for 15/15/15 seconds.
During this time, Survivors are affected by the Blindness status effect.
Look at the "Basic attacks" part. Does it mean that this perk won't work if you use m2 to down survivors?
Also, who is affected by Blindness? The downed guy, or others?

To answer your questions
Basic attack is M1
and the survivor on the ground will have blindness, so in SWF they have to give the teammates where they are around, instead of where to run. i might be wrong about the blindness one though

Also can I point out the fact that this perks only strength in T3 is range of downing the survivor...
Like they could've added something more to crawl speed (5/10/15) seconds rather then all be 15 seconds...
Also could've done the same for crawl speed in general (10%/25%/50%) instead of all being 50%
Honestly I'd like to see more dynamic perk effects

I really hope the "basic attack" is a mistake. if not, its a huge unneeded nerf and the slower crawling and blindness for 15s is no world a good trade off.

they want to make perks as close to their t3 varient as possible while keeping t3 actually worth it so people dont feel like they have to get t3 to use the perk.

I think the basic attack is for the blindness and slowed crawling not for the main part of the perk
Edit: just reread the discription of it and they did change it to basic attack so it indeed a nerf to it

Actually I would be fine if they pruned the perks to have only one rank or two, way less farming in the Bloodweb.

I'm more curious if it's going to show Knock Out being applied when you down them as you could use it as a sort of Infectious/Whispers baby which would be kinda neat. Not strong or anything but neat.

I assume the basic attack requirement is being put on to stop killers from snowballing with their power.
Which is funny considering they are nerfing the killers that are good at snowballing with their power to begin with, like Billy.

The point is the developers appear to try to eliminate killrushing (snowballing), while not touching generatorrushing (which is also a kind of snowballing, but for survivors).
