What does it mean to "hold the game hostage"?

When a survivor can't do anything because the killer will not let her/him.
Corner body blocking them. Mainly just body blocking in general.

Holding the game hostage means keeping it from ending/progressing.
Example: Trapping the last survivor in a corner and not killing them until they disconnect.

Honestly the definition is kinda iffy in some places, but if a player is forced to DC to end the game based on another players actions then that is holding the game hostage. An example of this is when a killer traps the last two survivors in a room where they can't leave, and are forced to stay there until they DC
I believe it is also holding the game hostage if survivors hide for a really long time without attempting to do the objective. There is no set time limit on how long that is.
If a killer traps a single survivor to be killed by EGC, but it is before EGC is activated then that is holding the game hostage I believe a dev has stated before. I'd say that trapping a survivor in the corner at the beginning of the game saying "EGC will kill them eventually" is holding the game hostage for that survivor, even though it will end at some point.
Slugging a survivor the entire bleedout timer for no reason but to be a dick is not holding the game hostage. (But i wish it was)

I do that when they're SO frustrating. When they're clicky clicky, obnoxious, t-bagging jerks.
And if feels so good, but I know it's bad.

I punished a toxic swf by doing this. You get less points, but they get less than you.
