The Knock out changes
I can already say this. The Knock out changes are basically nerf to already not very good perk. Why? it says that only "basic attak" downs will work with this perk. That is already the issue with some perks that would be good but the basic attack requirement makes them useless on most of the cast(Gearhead, Surge).
Most killers rely on their powers to get downs and using their power to get downs is much more enaging and iteresting. The killers that would benefit the most from Knock out in the upcoming state are Spirit, Nurse and Hag, because they have nice snowball potential and they power allows them to get basic attacks. So basically top tier killers. Other killers who could benefit from the perk are Huntress, Oni, Billy, Leatherface himself but the m1 requirement makes it worthless on them. Of course you could run it for some other killers like Michael or Plague but it's nto fun that perks are so exclusive.
Please don't follow this path of making some perks bad by narrowing its usage to only m1. Surge would be so much better if it worked with all downs and everyone knows it. And the thing is those perks wouldn't make the best killers OP because they already down with m1. it would help with diversity in builds across other killers.

I'm just very confused as to why they are deciding to implement this change. Take a simple perk that's not often used...and make it more complicated and less useful while adding unnecessary bits and bobs to it?

I think the improvements of Knockout are even bad, because it is not the worst idea to recover against slugging. And recovering takes 32 seconds, so when you are done 50% then the extra effects are already gone, when you simply were not even affected. Not sure how blindness makes me change my behaviour when I am just lying on the floor watching the progress go up. And having slower crawling speed does not affect me at all while recovering. The crawling slowdown should be constant until healed for one health state, and blindness probably until recovered to 95%

Exactly. The only reason to crawl right after being downed is when you have tenacity(which trumps the MS penalty anyway) or you are really close to a pallet.

I think it's to reduce the impact of slugging on the match. Survivors really hate it, but the devs see it as a fair strategy, so I think they're trying to find ways to reduce it's efficacy in certain situations. The way knockout is now is pretty OP in certain circumstances.
Like, consider a non-SWF group of survivors going against a killer that can easily down multiple people at a time with their power; bubba, oni, pyramid head(if they're injured). A hooked survivor is saved, but both involved are downed by say, bubba. Let's say he has infectious fright, and another survivor was in range of it, so he slugs the two downed, and goes after the other. The fourth survivor is really far away, say. So, two downed, one now being chased, and knockout preventing the 4th survivor from finding the two that are downed. The match will pretty much be over if the killer downs the survivor he's chasing.
Knockout just makes it really really easy to slug a game to victory when you can down multiple people at a time. By forcing it to be by basic attack, solo survivors will have the ability to at least get an idea of where the survivor went down.

So the point of changing Knockout, which basically is a slugging perk, is to make the perk bad to make slugging bad? I mean, then just remove the perk, or rename it and completely rework it. If they think slugging is a fair strategy, then Knockout is a legit perk to support that strategy. I really don't get the intention of that perk then, or the intention of that change

I... totally agree, actually. I'm just trying to see it from their perspective. They tend to cater to making the game enjoyable for survivors, but I appreciate that they aren't changing the way slugging works. But, yeah... thats the only thing I could think of it is that they want to slow the gains of people who slug. You can still accomplish the same thing with Hex: Third Seal, but we all know how great hex totems are.

Not to mention make it incredibly bad on the killer who owns it. Why does BUBBA want a perk for M1s?

Considering it's a Bubba perk it's wierd, since he's the kind of killer who should rarely down people with m1. That requirement should be removed, and the debuff to the downed survivor should last longer (maybe it could be tied by how much they recover) to be considered a buff to an underused perk, imo.

It seems the major issue in your scenario for the survivor is Infectious Fright (a perk that can end games in instants) and not Knockout.
If the devs wanted to change how slugging affected the match, they should have changed how slugs behave.
I appreciate you trying to get into their mindset since I've had a strong desire not to since the "underrated" clown comment.
