MORE Hillbilly Changes coming? Or just an addon functionality rework?

With the current changes on Bubba and Hillbilly, there are lots of new addons coming to the game, all of them... well... fairly interesting, to say the least. Now I don't plan on complaining about how bad or broken they may be. However, there's something about few of them that made me real suspicious.

Two of the new addons for Hillbilly currently tested on the PTB basically refer to character lore or the teachable perk Lightborn:

Now it's not hard to realize that these two fall out of line quite a bit compared to the others. In fact, there currently is no other Killer addon in the whole game, which does not effect the Killer's power or is effected by it in some sort of way. And why would there be?

EDIT: There might be one barely used addon of that category, the Wraith's "The Hound" - Soot (see below), but that also simply doesn't fulfill the intended purpose of addons, which is following.

Now I don't want to be nitpicking for this is not the point of concern. As a matter of fact, I've always liked relations to character lore with perks and stuff.

Nonetheless, the question remains: Do the devs intend to expand the functionality of Killer addons, so that they are no more restricted to the power only? Or - and that'd be quite alarming in my opinion - are they not done yet with the Hillbilly rework and they are in fact planning on further modifying his power to work more in line with the character lore?

I honestly hope to see a plausible answer to that, and may it just be a mistake with the actual functionality of addons from the side of the devs. Cause if it's not and Billy is gonna be changed even more, oh boy, I fear that hell breaks loose...
