It's video evidence, I don't see why it wouldn't be?
It can be. However Twitch stream VOD are only available for a limited amount of time, due to this its recommended to either make a highlight that will be permanent or download the VOD and upload it to youtube. You can then add the highlight or youtube link to your report with time stamps.

I think they are fine as long as it shows the player names with acceptable quality so they are readable. I have noticed that Twitch archived broadcasts tend to be lower quality than the actual broadcast often but if you download the video file itself (only can download your own videos) it's higher quality then.
But it would be best if you can click the player name to bring up their profile and show that with in-game report being filed in the video itself. Or at least that's what I do for my video evidence personally, it gives more proof that the video wasn't altered.
i have also clipped 15 separate minutes of this incident and will send the links to them if needed. I just want to make sure they will look at it. i copied the link for the vod to start at the match where i am griefed so they can watch what happened.
