Will Cross-Progression merge progression, or do I have to choose between PC and Console Save?
I started out playing on PC and even got some Legacy Skins for how grind-heavy the Bloodweb used to be. I've since switched over to console where I have the majority of my progress.
Will I be able to combine the saves from both PC and Console, allowing me to keep the bulk of my progress from console and add the Legacy Skins from PC to it, or do I have to choose between the two, making one overwrite the other upon linking?

Also op I think it's a one or the other ultimatum but if you have specific actual video fill proof of you continuing to own legacy and contact support they might - MIGHT - be able to give you Legacy on the merged account.

I have this concern as well. I have two DLCs on PC, but all my progression is on PS4.

Cross progression will not be able for Xbox or Ps. Hopefully in the future it will be possible.
"We are thrilled to announce that we are preparing the first steps toward Cross-Progression and that it will be available for Steam, Google Stadia and Nintendo Switch in September! Players will be able to share their progression, purchases, and inventory on those 3 platforms – Exceptions might have to be made to accommodate for some external licensing needs.
As of today, we cannot make Cross-Progression available on other platforms and we have no guarantee that it will happen. However, we know that this is a community wish, and we will keep trying to make it happen."

At 46:15, the devs discuss cross-progression, and it is something they would like to implement. It sounds like a feature that won't be ready by the end of the year, as they only mention Cross-Friends and Cross-Play being ready by 2021 (rewind a minute to 45:00 to hear that part).
When they do implement Cross-Progression, will they consider merging saves, or will we have to pick our best save (or worse, will they pick our save for us)?
Merging saves can be tricky, but it should be as simple as:
- Starting with everything locked and empty, like a fresh account
- All of the locked content that has been unlocked from the PC save is now unlocked
- Now all of the remaining locked content that has been unlocked from the next platform is unlocked (repeat until all linked platforms have been accounted for)
- Now the Items, Add-ons, Offerings, and Bloodpoints, are compared (separately) across all platform saves and the highest value is used (e.g. if you had 10 Irridescent Hatchets and 12k Bloodpoints on PC, and you had 7 Irridescent Hatchets and 380k Bloodpoints on console, you will end up with 10 Irridescent Hatchets and 380k Bloodpoints (not 17 Irridescent Hatchets and 500k Bloodpoints))
- Now all of your Devotion, Shards, and your premium currency (bought with money) are added up (separately) and granted as one combined total for each
