Assigning unassigned perks to survivors

There are a good few perks for survivors that aren't teachables from anyone specific, so I thought why not assign them to an existing survivor? the perks are Dark Sense, Déjà Vu, Hope, Kindred, Lightweight, No One Left Behind, Plunderer's Instinct, Premonition, Resilience, Slippery Meat, Small Game, Spine Chill, This Is Not Happening, and We'll Make It.

For example, I think that Resilience would be Feng Min's perk, since she's described as very focused and objective based. She probably ignores altruism to get the objective done, so Resilience would be perfect for her.
