Is Decisive Strike/DeadHard/Unbreakable/Soul Guard the DEFINITIVE build for survivors?

If it's run in a 4stack, perhaps with one or two OoO, that's probably going to be the most consistently strong build in the game.

Dead hard - exhaustion perk
Decisive strike - Anti tunneling perk
Unbreakable - Anti slugging perk
Borrowed time - Anti camper perk

Honestly Lithe is better.
Dead Hard fails too often.
