Small buff to surge to possibly make it meta
The reason not too many killers run surge is due to their experience with it, and their experience is ruined because of the amount of requirements it has.
1- Upon downing a survivor
2- With a basic attack
3- Gens within 32m
4- After the 60/50/40s cooldown
5- That are not damaged or affected by surge
It's a bit ridiculous as @Warcrafter4 mentioned in a comment of his own. You really don't have to work THAT hard just to get a gen to get damaged and regressed 8%. The reward simply doesn't meet the criteria.
So maybe we can turn down some of the unneeded requirements a bit?
• Remove basic attack requirement
• Allow surge to apply it's 8% to already damaged gens.
So basically surge now damages and applies 8% regression to ANY gens within 32m upon putting a survivor into the dying state, with a 60/50/40s cooldown
Simple and straight forward :)

Agreed it could use a buff. One I mulled on was have it apply 24% regression, applied proportioned by the number of affected generators.
One Gen? 24%.
Two gens. 12% each
Three gens. 8% and so on.

For the one gen part is a bit of a low-effort pop.
But I think most players would be fine with the idea if one gen gets 15-18%. Same idea for 2-3 gens.

Yeah if you look at pop goes the weasel
1-Upon hooking a survivor
2- Then damaging a gen
You get your reward of 25% regression
But this has 5 requirements, and it gives you a mere 8%[6 seconds]
And it isn't very common you're within 32m of 2+ gens that have been actively worked on

this perk is already used more than 90% of killer perks and is actually pretty good.
for example, i use it on myers so i dont have to go and kick gens with pop and potentially waste tier 3. It also gives info on if survivors are working on gens, etc. definitely no buff needed, especially when considering other useless killer perks.

You see this is the problem with most people's POV, they look at the half empty part.
Why not try and look at the perks in a solid spot? And then compare the worse perks to them.
Anyone can agree by a mile that pop outclasses surge on any killer, and just cause it works with this one killer in this one playstyle doesn't make it in a good spot.

Could be really good without the basic attack requirements. Always dislike these you can't get value on this laundry list of killers perk requirements. Even worse with down requirements as often the final hit for a lot of killers is the power

No basic attack requirement, no cooldown. Even if you're getting multiple downs no one will sit there repairing the same gen while you down multiple people around them outside of a farm game. The effect isn't as strong as infectious fright, which doesn't have these conditions.

I'm not sure about the buffs mentioned as I'm not familiar with the perk enough yet. However I very much prefer buffing up to a new meta instead of nerfing down to a new meta. Of course you cant buff all the time or power creep will get out of control but I think the same can be said to nerfing everything down until it's all just point less.

I'd like to see the 8% increase with each tier of surge, maybe 8, 12, and 16 % or even 8, 10, 12% would make it way better.

Remove Basic Attack Requirement.
Pick Two of the following:
A) 32 Meter Range -> Closest [N] Generators with progress on them.
B) 8% Regression -> 10% Regression
C) 60/50/40 Second Cooldown -> 30 Second Cooldown

that would make certain builds nasty. i dont like the idea tbh especially because you can pair it with pop later, iamgien surge + pop u will deny 50% of a gen with the down and then after hook i just too much, especially because devs said they dont want that kind of extreme synergy with gen down perks. maybe we can lower the requirements or tweak the numer 8 for a little bit more.

I love your A point, really removes the super situational part that comes with it.
If I had to pick I'd say A and C.
New surge would be like:
Upon putting a survivor into the dying state, the closest 1/2/3 generator(s) regress by 8% and continue regressing.

The cooldown is a bit of a minor inconvenience tbh but not the biggest issue with it, at T3 its 40s which is pretty much always enough for you to hook someone and down someone else.
But this also opens up a question, why is there a cooldown in the first place?

- I personally think their should be a lower Cooldown probably 30 seconds.
- Don’t just make it just Basic Attacks and allow getting downed by anything like how infectious fright works.
- Increase Regression to 10%.
- I’d also like it if you can apply this regression on already regressing generators.
Btw I know this may seem overpowered but we need gen stop perks to rival Ruin and Pop. Tell me your thoughts.

Ruin isn't even competition in the state it's in, but yeah Pop needs rivalry.
The funny thing is the CURRENT surge doesn't even synergise with pop, it just shows how afraid some members of the balance team are of making decent perks.

Remove the cooldown, increase the regression amount to 15%, when equipped you are no longer able to kick generators, this prevents it from pairing with pop.

Surge shouldn't cause gens to explode, it should cause the haemorrhage status effect to anyone outside a 20 meter range. 60 second cooldown, hex perk.

In all honesty, I think surge has a basic attack requirement because if it was example, paired with iri hatchets and a good huntress hits the survivor 24 meters away, that gen would pop, kinda weird but I do agree it would be fun if they reduced the cooldown, removed basic attack requirement and probably upgrade (so to speak) the regression
