New killer: The whistling man

The whistling man (El silbon) whistles the whole time. you can hear him whistle in a radius of 20m.

his power: once a survivor is in a distance of 10m from a locker for 3 seconds he can go inside a nearby locker and immediately teleport to it. after he teleports he gets a speed boost for 1 second where he goes 200% if his normal speed. His power has a cooldown or 20 seconds.

secondary power: if he is in a chase he can quickly vault one window (like a survivor). his power will be reset after the chase has ended.

perks: No noise: when a generator is completed. all survivors will suffer from the oblivious status effect for 20/30/40 seconds.

Mistakes allowed: when a survivor misses a skillcheck. the generator will start regressing in 50/100/150% of normal regression speed and the generator gets blocked for 30 seconds

fast recovery: after the killer is being stunned with a pallet. he will move 150% of his normal movement speed for 1/2/3 seconds. The effect of a stun will still be the same.
