How about the "Salt Mines" solution that F13 implemented? Let the dc'ers play with other dc'ers and if players unintentionally dc from matches they won't be so harshly punished.

Yeah, i always thought the softbans of Dark Souls games would fit well here, but then for disconnectors, and only for a while instead of forever.

They did something similiar for Titanfall. All cheaters would be put into the same pool, where they could finally face opponents of the same "skill" level.

Why should somebody get special privileges/free disconnects? Just because they stream? I don't exactly get what you mean by "unbannable" but either way, why?

They're referring to the hackers that forces some streamers to have unwarranted matchmaking bans of several hours.
Rather than making anyone unbannable, it would probably just be better to have a system that works and that can't be hacked so easily...

Because they were targeted with these false DC penalties. If they cannot be banned, then they can continue streaming. It’s a bandaid, I’ll give you that.

Well in response to your own post my thought was "Yeah, and hackers will probably find a way to send streamers to the salt mines too." Then that thought lead me to think what you wrote, about having a better system. I personally think either system would be fine, but it's not like it's even going to matter what system they have if it can be abused that easily. It makes me wonder why they even removed the DC penalties and then added them back in if they didn't even actually fix the issue.
At this point it's discouraging me to play in general now. I don't want to play with people if they don't want to play the game. I don't even mind some light farming here and there, or if the DCs were just once in a while, but it's so widespread. I don't want to wait in queue and play a game like 3 or 4 times just to get a normal game.
Somebody shared a clip of Pug doing it in such a disgusting way, and it just shows how unafraid people are to DC. It's the exact reason I don't think streamers should just get a free pass on that.

It is only because of Streamers getting hit that this got the attention it deserved. How many people came on the forum and complained about bans in the last month or so and their character is questioned.
They need to be treated like everyone else so the problems get "FIXED" not just given a band-aid.
This game has too many band-aids all ready and are a poor excuse for fixes.

I thought this was going to be another post celebrating they were gone but I'm pleasantly surprised and agree wholeheartedly. I've heard some fighting games use systems like this and I think it would be a nice replacement for the current one.

If you cheated in any way and they detected that you did, you're excluded from playing with anyone but those who got softbanned as well.
