a. hacks are hard to detect
b. once detected they wait until they can ban a lot of accounts. If you just ban 1, the rest will be aware and change up so they don't get banned either.

I've never heard a video game company say that hacks are easy to detect. What are you basing that info on?
point 2 is a general rule of thumb that companies use

because anti cheats aren't perfect and it's a constant back and forth between the anticheat and cheat developers on how to stop cheats and how to bypass the anti cheat. it's like this in virtually every multiplayer game.

Despite having server. Most of the gameplay is still client side. If all the gameplay was on server they could do easy server check like is player movement faster than possible ? same with generator. But it seems like the server trust everything the client send. It's not an anticheat problem. In tons of games those thing aren't possible because a basic rule is to never trust what the client is sending and always do the calculation server side.

I'm basing it on reality, and the fact that public hacks exist, and usually result in fairly immediate bans. Hacks are, as I said, easy to detect, unless they are private hacks that haven't been added to a database of known hacks.
You didn't use your second point as a "rule of thumb". You stated it as fact, when it's not.

You'd actually be surprised. There was a very very public EAC Bypass a couple years ago when Clown first released that took them half a year to patch iirc.

I saw a hacker yesterday aswell, they were actually called EAC Bypass or something like that. The match was over in less than a minute and the hacker could even tp other Survivors around.
I recorded the match but the endgame lobby closed immediately, not sure if because of the Challenges or because of the Hacker but the result is that I have no SteamID64 or anything of the hacker so my video proof is useless. Really nice anti cheat & report system we have there.

Yep. Put all the work on the player to keep it as cheap as humanly possible.
If they were serious about hacking they would implement a record feature like other online games and review it. But that would eat into their cosmetic profits.

As much as I would like this it isn't in the game yet and subsequently to ban people you must follow the correct steps. This involves recording video evidence yourself.
