Just a Thought...
What would the game play like, if EVERYONE, Survivors and Killers, got to use ALL their perks. Every single one of them. Instead of just 4. Survivors's Perks for Survivors, Killer's Perksfor Killers. I'm curious.
And yes I'll assume some answers will be "you're dumb for wondering". I'm not taking this serious, I'm just theorizing the outcome. (And yes I know NOED will just become an end all answer to this so most perks wont matter.) My curiosity stems from the combinations most everyone ends up using that seems to be the all answer to all. 🤷♂️

Exhaustion perks become useless because sprint burst
Autodidact gets shafted because we'll make it and botany
You'd need 8 hex totems on the map.

If you're saying no hexes, the perks would just be active, killer would destroy. If hexes active, no possibility of NOED unless they destroy a haunted ground.
