is it even possible to juggle good survivors?
see title.
Even otzdarva said that you basically have to hook 2 survivors over and over again and leave the others, maybe get a hit if they run into you but don't chase them. I always feel bad if one survivors has like 8k BP because he/she died after 2 minutes, but concentrate on 2 or even 1 survivors seems like the only way to get more than 1 kill if they all play optimally. Is it "clever" or "tunneling"?

When up against good survivors, it is better to reduce the numbers than it is to spread the pain against everyone. Good killers know this, and its merely just the most optimal way to do it. Its better to have a person dead within the first 6 hooks, than to have all those hooks spread out amongst all survivors.
Juggling is easier the less balls you try to juggle, same with survivors. Hooking a survivor for the first time when theres 1 gen left doesn't mean much, but hooking a survivor and them dying is oodles of pressure
You want the early hooks on 1 or 2 guys, so they get pressured hard. If you do that, odds are the other survivors will play alot more altruistic, trying to bodyblock and heal them, meaning less pressure on the gens, and then when the last 1/2 survivors are left, one hook is enough to kill them.
Is it the most fun time for the survivors? No it ain't. But its the most optimal way for a good killer to play against good survivors

Its basically how you have to play, focusing 2 survivors down. If the survivors dont try to help each other by forcing you to hit them through body blocks and the like then they are essentially giving you an advantage.

It's not tunneling, it's an optimal strategy. But it rarely works against good survivors. They will try to manage it so when there is 1 gen left, the claudette you didn't see in all the game will magically show up.

Imo the stratdgy you employ largely depends on the killer you use and the survivors youre playing. If its an optimal 4 man and gens are flying stupid quick tgen no, juggeling isnt giing to do you any good. You need to basement proxy camp and hope theyre altruistic.
Sometimes juggeling is a great strat but you need to be hitting the others 2 to slow them down. 2 survivors can still do 5 gens pretty quick. Soley focusing on 2 people will lose you the game too if theyre competent

against optimal teams the only reliable strategy is finding early the weak link and proxy camp it/hard tunnel it. If there's no weak link, then there's no chance of winning against optimal teams.

Juggling, as in keeping multiple survivors injured and threatened, is moslty one giant team-wide mindgame. Really good survivors don't heal and have no fear, only caution. It is essentially impossible to juggle them, which is awful given that juggling is an oft-forgotten part of basic DbD gameplay. Add onto that DS/UB/Resiliance/Prove Thyself and there is literally nothing you can do.
