I think I'm gonna start playing Wraith
I bought the Rift Pass because of his cool new outfit so might as well play him, because I heard that with the right addons, he's one of the best killers in Dead by Daylight, but without, he's very bad.
Any tips/perks that you recommend?

Windstorms are your best friends.
If you see them on your Bloodweb, even the Uncommon ones, go for them.
You can play him without Windstorms, i play more without them than with them.
But they're too valuable to skip.
Other ones i'd recommend are both "All Seeing", Coxcombed Clapper, Bone Clapper, "The Ghost" (but only because of Coxcombed/Bone Clapper), "Swift Hunts" (though their value is quite low, they're still way better than "Blinks" for example) & "Shadow Dances" for fun Pallet-break builds.
You're not wrong btw, his power difference between 0 & 2 Add-ons can feel like night and day.
You don't need to, but if you are curious, try going for builds with The Pig's Make Your Choice Perk.
Combine it with a Windstorm and it's not rare to get an insta-down.

My build has been called unorthodox by a lot of the streamers I've watched my gameplay from their side of after the fact, but it's worked well for me and I do really like it. Note that this is without add ons since I hate being overly reliant on them. The goal of this build is to be on survivors as much as possible - it's not the popular hit and run style, but more of a "grind through survivors quickly" playstyle.
Thrilling Tremors: I don't run a ton of slowdown on this build, so this is my main "slowdown" coupled with knowing where to go next. Helps a lot in keeping the pressure on.
Surge: The main "weird" choice, but one I like a lot. Wraith has to M1 to down survivors, so it's consistent on him and keeps with the theme of the build to not bother with things that aren't survivors - you automatically regress gens near you and therefore can get on to your next chase faster.
StBFL: A really good pick for the style I play Wraith with, lets you turn your free first hit into a very quick second hit if you get your stacks up.
Nurses Calling/Make Your Choice/Flex Pick: I keep flip flopping between these two options because I really like them both, but if you hate them both then more stall like Pop or Corrupt is also a good choice here. NC lets you get easy downs due to the relatively free first hit Wraith gets, MYC gives you another option for quick snowballing if you haven't found someone by the time an unhook happens.
The most important tips I can offer:
Learn to walk up on gens without looking directly at them the whole time. Spine Chill is one of Wraith's biggest problems, but it's countered by approaching while looking at an angle...you'll hear the gen being worked on, you'll know if you should uncloak, and you should be uncloaking while behind a wall anyway to minimize their chance to run before you hit them.
Learn to mindgame tiles - your first hit is free if you do it right, your second hit is your weakest part of the game for Wraith. Learning to mindgame tiles and knowing how to run them will win you more games than anything else...brute forcing things just isn't good enough at higher ranks to win you many games as Mr. Bing Bong.

It all depends on how you want to play him. Hit and run Wraith is a popular style. Personally, as far as perks go, I like Save The Best For Last, Pop Bbq, and Nurse's. As far as addons, his Windstorm and Swift Hunt are the best in my opinion.
Ultimately you'll just have to experiment and see what you like best. As a side note, Wraith also has some fun meme builds to play with as well.

Anti-healing and One-shot perks are the best, Slowdown perks as always are good too.

Bone clapper and a windstorm. Run sloppy, nurse and maybe BBQ and pop/thana. Hit and run. Don't take chases with wraith. You're doing the survivors a favour.
