The survivor must be hooked 2 times to be sacrificed. In the first stage you can try to escape 5 times with a 10% chance. If the hook is in the killer's terror radius, the entity will not progress. BT is a basekit.

That's still basically idea nº 1, actually. It never made it past the PTB stage because survivors abused it.

And how do you want to try stopping survivors from not abusing this if there is no deactivation condition for when survivor ARE in the vicinity or in a chase like old implemented ideas?
This idea is either sarcasm or bait, atleast I hope.
Either the sacrifice does not progress with the killer in the vicinity, gives the survivor a statistical chance of something around 50% to Kobe AND when a survivor leads the killer back to the hook gets free bt? Damn.
Edit: Making the TR of the killer a condition is a terrible idea given the multitude of stealth killers.

Does that matter when the survivors can loop around the hook to buy the ones on gens time, as well as the one on the hook?

It will cut match time in half and no one ever escape against good killers.
Maybe it worth to do as separate game mode with additional rules about gens and smaller map size.
