Huh? Are you asking why some attacks are considered power attacks and some are considered basic attacks, because the reason for that is... Something the Devs really haven't shared. Spirit, Nurse, Wraith and Deathslinger are all like that, I believe.

Spirit: hits after phase -> no fatigue (m1)
Wraith: hits after uncloak -> no fatigue (m1)
Deathslinger: hits speared surv -> no fatigue (m1) - surv breaks chain -> fatigue (not m1)
Legion: hits in frenzy -> fatigue after ending frenzy (not m1)
Oni: hits in blood fury -> fatigue after ending blood fury (not m1)
Blight: hits in rush -> fatigue (not m1)
Nurse: hits after blink -> fatigue (M1)?????????

I don't know why you're so hung up on fatigue given that all of those "basic attacks" happen whilst still under the influence of their power, yet Legion was specifically changed to be completely seperate.

Nurse has Fatique while the other Killers, who use their M1 have a weapon-swipe animation. Its not like the other Killers have "nothing".
