Flashlight Bugged/Weak

I have tried to flashlight save my friend and i couldn't blind him (he didn't have lightborn). Any of you ran into the same problem or i am just bad with flashlight?

  The pov has been changed so that its more upclose now than before. You can still blind just gotta get use to a different angle...again...and again....and again after every patch.
