Did they remove the drop penalty and make it so the timer recedes the longer you're on the ground?

This has been the case for a long time. I am not sure if it has been the case since Launch, but for a long time for sure.

No, but they reduced the drop penalty when they introduced the sabotage changes.

It used to be 4 drops then automatic escape, but I think it's more around 6 now. Good change since you'd have to leave them slugged because of the guaranteed escape if you were carrying them too long and had to drop.

Make Iron Grasp reduce drop bonus! The perk needs love.
Also, it's like 4.33 drops. I usually let the survivor wiggle for two or three seconds before beginning the drop process, and on the fourth the survivor usually pops right off.
