A counter-argument for the DS nerf that nobody's talking about: It needs to not be an obsession perk

Ok hear me out, I'm sure most people are familiar with this post by Otz in one of Scott's videos:
While I agree with Otz, I have yet to see anyone talking about the opposite problem that DS creates. Namely, if nobody is running an obsession perk, the killer is free to tunnel the crap outta survivors. Maybe that's not the case for you as a killer. Maybe you do your best to play as intended and want the game to be fun for both sides but sadly this issue does happen more often than not so I really think this small fact has to be mentioned and considered when it's time to balance the perk.I'm all for nerfing DS in a way that can't be used offensively but the deterrence aspect shouldn't necessarily go away. It just needs to be balanced so that it doesn't impose such a big penalty on killers.
That's why Decisive Strike should NOT be an obsession perk if/when it gets nerfed. This would ensure the game doesn't turn into a camping/tunneling sh!t$how.

My games with no obsession don't change. If the killers going to tunnel, they tunnel, if they aren't, they don't. There certainly isn't a noticible increase for me, not do I want to succumb to confirmation bias.

when there no obsession killer tunnel more freely I feel there should be obsession even if there no obsession perks in play so the killer thinks before tunneling.

I'd rather they just make DS a base thing survivors get, not what it is now but just to stop the tunneling, i think BT should be a base thing survivors get for when a killer is actually camping to let the hooked survivor have a chance to play.
Of course there is many things the game needs to address with the core game but we are basically shouting at the wind.
