Powerful perks with no activation conditions

The recent announced PGTW nerf got me thinking why some other much more powerful perks don't receive the same treatment. I mean, I'm honestly ok with DS on it's own, but when you mix in unbreakable, a perk which only activation condition is you being downed (it rewards you for making a mistake, in a way), it gets a bit broken.

If unbreakable had an extra condition like working only when you get downed taking a protection hit (would kinda work together with BT, another Bill perk) that would make it a bit more fair, in my opinion.

The same thing with Object of obsession. A perk that activates by the survivor simply spawning on the map! Again, on it's own it's not broken. But add SWF in the mix and you have a team that knows where you are the whole match. There should never be something that powerful in the game. People complained about compound 21(which yeah, was too strong) when there's a perk in the game that gives survivors map wide wall hacks.

So yeah... I'd love to see unbreakable and OoO reworked next, even more than DS, to be honest. What you guys think about it?
