Obviously Steve has the best outfit....Scoops Ahoy can't be beat by any character!
Secondary pick for me would be Feng
Third would be Kate, because leather is always nice, and so is most of her other pair of jeans. lol

Honestly Meg has a good variety of cosmetics, but she also has the most of everyone :/
The BEST cosmetic in the game however is easily Scoops Ahoy.
