Instead of making a new chapter every 3 month, focuse on reworking and buffing current killers.
There is no point in making chapter where killer power is just a rip-off of already existing killers powers. Plus all the bugs that will come within it.
Knowing bhvr they will never make a game-health chapter.

They can do both at the same time. They have a team for new content and a team for re-balancing old content.

Thay seems to happen around the mid-chapter patches. Whether it's a nerf, buff or gameplay alteration that's normally the time.
The quarter-yearly Chapter is mainly a money-spinner to help grow the game. Ditch that, and their finances may be impacted. If finances are affected then the chances of any fixes becomes slimmer.
They also have people who specialise in specific departments.

They can do both, in fact they are doing both. Every mid chapter patch they’re either reworking maps, adjusting a few killers or changing some perks.

BHVR also has a team dedicated to fixing the bugs in the game. If a particular bug is annoying you, then do your part and report it to the devs so they're aware of it.

Right, they transfer 25% of the design team and put them into coder team for bug fixing.
Thats not how things work. Man, an employee can do maximum 2-3 works at most, I dont even think concept-design artist can also do the model, rigging, animation. Not mention coding.

The last 3 patches alone have featured approximately 103 bug fixes, new map designs, perk changes, Killer alterations, audio alterations and animation changes. That's already 3 patches for changes within 4 1/2 months. This also includes the actual Chapter patch. The evidence is all held within the patch notes.
Bugs come about but there is little evidence to suggest they do nothing to fix them. Most often there are multiple discussion threads about the same issue between fixes.
This discussion sounds like an individual gripe with no explanation as to what changes your alluding to. Like that person in a relationship who expects their partner to guess why they're mad, rather than talking about it.

There is no point? Buddy, BHVR is a company, business.
1) They will lose a lot of money.
2) Taking a break from chapters and focusing on reworks and bugs doesn't guaranteed at all that they will make a bug free game. This is impossible. Plus all that will cost them a lot of money.
3) Community is thirsty for new killers and survivors. Imagine not releasing a chapter.
BHVR screw the next chapter. Buff the killers instead!

Or they could just hire more bug fixing workers? and fire the other ones. But hey they as a big company need money, right?

1) Cosmetics, and other dlc exist.
2) Taking one break for a healthgame chapter would be alot better for the game and devs itself.
3) Community could wait, instead they would get clown,pig, wraith, trapper and map reworks.

That literally does nothing, defending the developers won't fix those bugs for you either.
Recently they fixed a "bug" that made Iron Maiden grab survivors faster out of a locker. Apparently that wasn't how it was supposed to perform yet it had existed since it released with the Legion in December 2018.

This is not how it works.
1) "Health game chapter" guarantees nothing about fixing things.
2) When fixing a bug, something else breaks. It's impossible to fix the bugs.
3) Reworking killers, maps etc means...guess what? NEW bugs.

The thing is that dbd despite some of it's flaws is doing really well.
And you don't change a winning strategy.

Then when the game is to a very balanced point they can fix more bugs, or hire more people.

I do feel like devs have priority in the wrong places. I don’t understand why cross progression between google stadia and steam is so high and why pumping out new cosmetics, lore and rift challenges takes priority. Especially when there are things like keys, moris, the hatch mechanic, zero social mechanics on console, little to no major changes in the base gameplay since 4 years ago, and a dusty custom games (KYF) That hasn’t been touched up in years.

Yes, and I’m also tired of customers sticking up for greedy devs. I hate to say this about BHVR, but it is obvious that milking dbd is more important to them than trying to maintain its longevity and quality of life; the cow will be milked ‘ntill death.
