My guess is that fun world didn't like that people would be able to get ghost face for free. So they asked behavior to remove the serum.

during the Halloween event you can use the event currency to get ANY Halloween skin, well besides ghost face since that's a dlc.
edit: nvm but do we have confirmation that there is not a way to get a event currency? like from the rift or tome?

Usually it would be on the free track if there is one (like last year), but nope still empty boxes
