Why do battlepass items seemingly have a higher priority than items bought from the store?

The "Orbital Captain" cosmetic is from the current battlepass, Tome V. It is unlocked at level 56. In other words, it's essentially impossible to have unlocked this item at this point without buying tiers or grinding for an unhealthy amount of time. Despite that, it was fixed.

Compare this to this bug report from July about Clown's Pulcinella outfit. The mask clips with the collar in the lobby, and the fingers clip very noticeably into the handle of the knife. All pieces that clip belong to the same (non-locked) set.

I have just verified in version 4.3.2 that the outfit (collar and knife) still clips with itself.

The latest bug report in the new bug reports subforum still has the status "PENDING", it hasn't even been "ACKNOWLEDGED" yet.

Why do battlepass items, that most users can not even unlock yet, seemingly have a higher priority when it comes to fixing them, than items bought from the store?
